If only they were unloading something that was wheeled and could be moved a short distance under its own power. Then they could unload in a safe place, even if it was a short distance away.

They are unloading cars that are driven under their own power. There is no overriding justification for blocking the pavement - and HGVs are not allowed on a pavement without police permission anyway.
They park somewhere safe and transfer the cars from there.

I wouldn't be surprised if the industry standard is to put in an unloading bay for the planning consent and then fill it with 10 cars when built. Does anyone enforce planning conditions years later? Do they f.

I bet there is space provided in the dealership forecourt, which has been filled with cars. Puts the delivery driver in a difficult position. He should be on the road in my view, ideally a side road, but limited risk of enforcement so he took the easy option.

The UK roads are an area that were never designed for any specific purpose - certainly not large vehicles - everything is a compromise - cycle lanes especially - wide loads often need escorting - so everything is about a level of acceptance & understanding.
