It's true the risks are overstated.
That's how I argued opposing the second huduma.
Anyone who needs better verification can get IPRS. Or, a bespoke scanner could be created which gives authorized users random questions (2nd letter in your mom's name)
That's why I argued that memorandum of huduma bill misunderstood the constitutional provisions for registration as a citizen.
Article 12 registration shouldn't be bundled with other conditional functional registers (health, licences etc) which are contingent on other requirements

I beg to differ. If someone can use my lost ID to register 6 new lines without my knowledge, the security features on the Kenyan ID are virtually useless.
