As per @adrspeaks , total declared income of BJP in FY 2016-17 was Rs 1034.27 crore and that of Cong was Rs 225.36 crore. Their expenditures in the same period were Rs 710 crore and Rs 321.66 crore respectively. This means Cong actually spent more than it managed to earn.
