So hear me out: Russia still has old 9K52 Luna-M in storage. These can fly about 80km with an apogee of around 70km and carry a warhead of 500kg. So why not replace its warhead with a 500kg JDAM? This would add around 40km of range, allowing FAB500 to strike 80km deep.
