The ASPCA is facing criticism from its former CEO for shortchanging local pet shelters. The ASPCA replied by saying “76 cents of every dollar spent by the ASPCA goes toward programmatic services.” But this number is deceptive.
So when the ASPCA says it spends “76 cents of every dollar” on programs, the number really is 51 percent, according to CharityWatch. CharityWatch gives the ASPCA a C-minus grade:
There’s an accounting trick they can use to shift the numbers: “Joint cost” accounting. Joint cost accounting means a charity can classify some costs from fundraising campaigns as program, often by including some “educational” message.
Charity budgets are divided between programs and overhead (fundraising/administration costs). Donors obviously want charities that spend most of their money on programs.
“Charities often use joint costs as a way of inflating their reported charitable program spending and deflating their reported fundraising costs,” says CharityWatch, a top national nonprofit evaluator.
