Well, China is already propping up Kim Jong Un in N. Korea. Maybe they can afford one more vassal state who'll harass the West for them and give them more room to operate.

What if this is a mind game. Let's look from another angle. Russia pretending to be out of quality weapons cos they think it would be a waste of resources, so they decided to use cheap things and pretend to be lacking.

Kinda skeptical they would ask for more armoured vehicles. The Ukrainians haven't knocked out that many that couldn't be replenished from their reserves.
It suggests that the maintenance budget has been embezzled which would be hilarious if true.
