Most developed countries centrally fund there at sea rescue rather than rely on handouts.
Why in the uk is it up to charities to do the governments work?

The RNLI serves all of Britain. They have 238 stations. They're the emergency service for all our fishermen, ferries, floaty things.
You want them to close, killing British people, because of one bit of coast in Dover?

Actually it’s the opposite their donations shot through the roof when certain people started to throw slurs around about them doing what they have done for 200 years incl rescuing German airmen in the Battle of Britain

There’s nothing illegal about it. They’re a national maritime movement and their duty is to protect those in danger around the seas of the United Kingdom.
