Suspect it's true of Leeds & Lpool City Regions too. Our view has always been that whilst inter-city across the North is important, INTRA-CITY improvements are essential. But on this map note too the strength of East Lancs, East Cheshire & High Peak

Better transport links between cities in the North would expand labour markets. There is a reason so few people commute between Manchester and Leeds.
