I haven't been able to really define the qualifications. It says former foster youth also qualify; what are the restrictions? Is there an age cut-off?

So if they are attending for free then who is paying for their books? Are the colleges going to give them whatever they need? Or is this cost being passed to the taxpayer at their expense? Nothing is free. Someone has to pay that bill.
