It's one of the reasons Republicans are attacking Pell Grant's. In general, Black people, minorities, poor people, vets all depend on Pell Grants. A disproportionate amount of HBCU students qualify & are awarded Pell Grants. Get rid of Pell Black college enrollment will drop hard
