When designing AI, start with on screen outcomes of decisions. No reason to make the internal processing more complicated than the possible outcomes as players won't notice.

Keep notes of why you cut things. Some number of months in the future it'll sound like a good idea again. Make sure the reason you cut it in the first place isn't still valid.

Adding to this, though not straight design, but useful for building(in my case, implementing audio): use absurd placeholders to make sure your cues are being triggered as expected. A missing kazoo is much easier to notice, than a missing rustling of leaves.
