Actually here nothing is required. People can very well carry their own cotton bags. Like how people in cities have now started doing.
Funnily the trend was opposite earlier. Cities would use plastic and villages would use cotton bags.

A few weddings I attended in a village, I was served on plastic banana leaves instead of an actual banana leaves. The cost is 60% lower for plastic leaves.

Ya it is very sad that plastic leaves are cheaper than natural ones. May be some kind of plastic tax or something. Though now there is EPR for plastic manufacturers, but not sure how well it is implemented.

In 90s we used to take a bag to go for grocery and vegetable shopping. Now none of us, including my father don't carry a bag. We have changed our behaviour, and to reverse it we need strong measure. I suggest MRP of Rs. 2/ for tiniest polythene and should be more for bigger

Only if there is monetary penalty we will change our behaviour swiftly, else it will be like kabhi kabhi bag le lo to show we are now taking care. 75% of this price should go to incentivise nature made alternative

I was in a team shop, I asked to give tea in a mud glass, he told it is costly, almost 3-5 rupees per glass where as paper glass with wax coating costs some paisas. The gap must be reduced and the pricing position must be reversed by strong measures,
