@speedysmm @CreasonJana The operative word, in Article 4 Section 4 in the Constitiotion is "Shall" The difference between Should, and Shall is that shall, requires immediate action, without ambiguity. Should, does not. Our Constuition, Shall, and Must, are commands, that delineates responsibility.
