We do know that these new enemies can talk. The fact that it referred to their group as 'WE' gives away that they are not actually the humans that they look like (none of them knew each other well enough to plan this together) but just claw grimes that went through evolution
Then why do they resemble these humans? I believe that the claw grimes absorb chakra/extract the DNA of EVERY human they have captured in their mini divine tree, just like a regular divine tree would do to an otsutsuki host, and this leads to their evolution representing whoever+
They absorbed. The horror of the ten tails Boruto was referring to wasn't any rocket science or fortune telling, he just happened to witness this happening to Sasuke himself
The 4th one we do not know of yet, but judging by it's ability to fly, the grime has likely absorbed an otsutsuki, and maybe jigen at that seeing how similar they look
We do know that jigen has absorbed chakra from the juubi at multiple occasions, maybe something took place during that exchange which we do not know of yet, all we can do is wait for the plot to move forward I guess

I also notice these two are able to talk like they have their own consciousness while bug and Sasuke can't.
that made me think these two are Not Shinobi or human, I think they are another otsusuki or new whatsoever entity they are.

They all are just Claw Grimms. When Sasuke and Bug turned into trees, Claw Grimms absorbed Their chakra and were able to transform into them. Not just looks but they may also be able to use their powers

I knew there was always something special about this Ten Tails from the very first time it was introduced. It might just have DNA of everybody who came in contact with it or has its chakra (most if not all of kara)
Giving a Ten Tails that much screen time and attention was fishy
