I just don’t understand how they don’t make a ruling then as a player you get to appeal to a head judge and then receive determined penalty. They have the ruling and penalty without the appropriate sequence of events.

@panomics In the case of potential disqualifications, the Head Judge is involved before the penalty is decided for what—I hope—are obvious reasons. Can't have an appeal when the HJ is the judge. (not a commentary on this situation, which I don't know enough about, but DQs in general)

@cschemanske But is that in absent of a ruling during the game? I just don’t see how you can be playing and then told to stop and not giving a ruling first.
