One is nationalistic and considers themselves “superior”, and the other merely uses nationalism as a means of resisting and countering their oppressors who considers themselves “superior”.

That's a trap though. By forcing people to adopt a National liberation project the ruling powers lock them in both Frontiers and institutions that were their design at the start. Nations by design belong to the oligarchy and not to people. Nations are just Realms for the Empire.
