We pray for those laws to come about, obviously blind prayer doesn't do anything.

Yeah... I'm not entirely sure that victims of human trafficking would feel that prayer was the best weapon.
James 2:18 "But someone will say, "You have faith; I have deeds." Show me your faith without deeds, and I will show you my faith by my deeds."

Prayer will help. Look at the greatest heroes in the Bible, and see if they prayed first, and then took out the enemies of God.
