It’s both, years of poor land use & forest management policy, including forest fire suppression, definitely exacerbated by climate change. There is plenty of blame to go around.

Bad Conservation Practices and failure to look ahead are also causing these problems. 125 Million dead trees in California only fuel fires, which could have been turned into recycleable paper sacks and reduced plastic sacks, which come from oil. Why is everyone backwards?
