@njsaferatios First, enact the Path to Progress reforms, second wait for 7/15 revenues to verify how deep the hole is, third, negotiate hard w/DC to finalize that aid package..then, consider debt. I’m not denying some debt might be needed. But there’s no reason to rush this package like this.
