Very important detail here
It wasn't the Fire Thunder driver. Mox was hurt in the first minute of the match catching Fenix on the outside dive.
Now go watch the finish again. You can tell Mox was trying his best to get through. He just didn't have the reaction time to kick out.

Please watch the entire match. Many are saying he hit his head at the opening minute when Rey Fenix jumped off the ramp onto him.

I've seen people abusing the ref and Rey Fenix. I hope they do review it and learn from it personally, especially the decision to hit another one
