It will likely be corrected in Senate committee. HB 4127 originally didn't have the concealed carry exemption. So as introduced, it would not have had a conflict with HB 4128. Now that the late night H-4 floor substitute passed, there's a problem. House Dems are sloppy.

office and brought to his attention a few issues and possible unintended consequences of the bill (many of which raised above) and the staffer was extremely receptive to my feedback and said he’d raise the issue with the Rep and legal counsel.

While open carry should be legal, and these bands should be thrown out in court, simply ignore the law and carry concealed. These laws are immoral, Michigan’s government is illegitimate, and you have no obligation to obey the law. Your safety comes first.
