Iโve learnt that it came from โCowboy Bebopโ, but does that anime or the phrase have sth to do with Abe or the idea of promoting sex? (like, associated to cowboy position?)

Itโs just a slangish phrase to say goodbye to somebody leaving in some bittersweet tone, and Abeโs not promoting any particular sex position. All right.

It isn't making fun of him, actually, but celebrating him. While not too well-known even amongst the anime-watching anglosphere, he was fondly remembered for supporting anime/manga, and since the other primary thing we were exposed to was his fighting the birth rate, we do this.

It goes both ways. My friends were very surprised when we saw a Jay Kay figure available for pre order in 2023 because they did not know it was a meme in Japan.

The meme isn't making fun of him. The meme is more of a memorial. It was made after his death as a tribute to his work in improving Japan's Birthrates.

Do you use a software translator or from english schooling?
I rarely see japanese esl speakers use โqโ.
