What I don't understand is why the CIA and FBI don't actually do anything to protect the USA from Enemies Foreign and Domestic. They find a terror cell in Afghanistan and wipe them out but can do the same to those right here.

It is. My logical explanation is they had better make sure their case is iron clad. Any missteps and the entire case is thrown out. I rather exhibit patience than suffer from defeat in the worst way
