It should be possible for the police to arrest someone who they have clear evidence is attacking people on the street. Don’t you think? I want this guy stopped, don’t you, regardless of what the victim wants to do. This is a matter of public safety.

The local prosecutor can still press charges even if the victim refuses to cooperate with police. Unlikely but still possible for justice for victim. Sad world and karma is brutal.
