The actual tag is #るしあだいすきだよ, roughly "We Love Rushia", in reference to vtuber Uruha Rushia, a campaign of support for her.

not to mention russia is most commonly written ロシア anyway ("roshia"; a quick google tells me there is a native word for it but it's a bit archaic so the "loan word"/katakana is used nowadays instead?) :/

I think it says a lot about me that I was confused thinking "well of course it would be WeLoveRushia" and it wasn't until my 5th confused read that I realized the mistake my eyes had made
