If the state ceases control of the border then it would cease imposing the forced exclusion of potential homesteaders.
This is why I find the “open borders” arguments to be intentionally misleading
There is a border that’s enforced on 1 group in favor of another in either case

If the state is enforcing a boundary on a potential homesteader this is a border.
I.e. I cannot homestead a territory (and begin exercising a private property right) in dispute by two states like the U.S. Mexico border
We can both agree states & their borders aren’t legitimate
