So here's the deal. As I understand, it is perfectly legal to get scouting material from another university. It is legal to figure out signs in game/by scouting. It is not legal to send someone to opponents games to record/steal signs. It's a slim difference, but a difference.

So maybe you’ll arrested for jaywalking without any due process. Perfect. As long as the rule book says it’s illegal, throw the book at the violator even if the violation is not congruent with the level of push meant that is being proposed.
