UN Special Rapporteur on the situation of human rights in Myanmar; Robina Senior Human Rights Fellow, Yale Law School; Former US Congressman from Maine; Dad.
I was overwhelmed today as I watched Myanmar's UN ambassador's remarkable act of courage at the UN. Despite enormous pressure to do otherwise, he spoke up for the people of Myanmar and against an illegal coup. It's time for the world to answer that courageous call with action.
The people of Myanmar appreciate words of support. But they need action more. Today 137 NGOs from around the world called for a global arms embargo. The UN Security Council should heed their call because it will make a difference AND because action speaks much louder than words.
When will the generals notice that their escalating war on the people of Myanmar is building stronger opposition at home even as the civil disobedience movement (CDM) builds greater admiration and support in nations throughout the world? Probably when it's too late.
Many outraged people of Myanmar will converge in Yangon today to oppose the junta and its sham trial of Aung San Suu Kyi & Pres Win Myint. They have a right to do so without the threat of detention or violence at the hands of the Tatmadaw. The world marches with you today!
Looking forward to addressing the Special Session of the UN Human Rights Council on the coup in Myanmar tomorrow @ 10:00 AM Geneva time, 3:30 PM Yangon time. Here is the link if you can join:
Today at the Special Session of the UN Human Rights Council, I quoted a CSO leader from Myanmar. While grateful for expressions of support, he said:
“We need more than a statement on a piece of paper; we need real action from the United Nations.”
The failure of the UN Security Council to even consider a strong resolution on Myanmar this week was regrettable. Using it as an excuse for inaction would be unacceptable. Coordinated international action to support those under siege & hold the junta accountable cannot wait.
Today I told the UN Human Rights Council: The Tatmadaw must return to their barracks and consent to fundamental reforms that will end the impunity of their leaders while fully establishing accountability of the military to civilian control.
Heartbroken/outraged at news of the largest number of protesters murdered by Myanmar security forces in a single day. Junta leaders don't belong in power, they belong behind bars. Their supply of cash & weapons must be cut now. I appeal to UN member states to heed my call to act.
It is time for UN member states to set a new standard for robust, unified action by imposing unrelenting sanctions on the junta of Myanmar. Here are my closing remarks to the UN Human Rights Council.
How many of us can imagine starting our day by writing our blood type on our arm? That's what protesters across Myanmar did on Monday. Why? Because the junta had threatened them. They weren't intimidated. They were prepared. And that's why they, and their courage, will prevail.
The photos of yesterday's massive crowds are breathtaking. Millions marched despite the junta's "loss of life" threats. The generals are losing their power to intimidate and with it, their power. It is past time for them to stand down, as the people of Myanmar stand up. 📹
@RFA
Today I told the UN HR Council the Myanmar junta knows all about weapons of war but are at a loss how to deal with weapons of peaceful resistance wielded by a determined people defending their nation & their children's future. They need & deserve the UN to stand with & for them.
It's as if the generals have declared war on the people of Myanmar: late night raids; mounting arrests; more rights stripped away; another Internet shutdown; military convoys entering communities. These are signs of desperation. Attention generals: You WILL be held accountable.
It's as if the generals have declared war on the people of Myanmar: late night raids; mounting arrests; more rights stripped away; another Internet shutdown; military convoys entering communities. These are signs of desperation. Attention generals: You WILL be held accountable.
I've received credible reports of security forces sealing off four streets in Sanchaung, Yangon. 200 peaceful protesters are apparently trapped. They must be released immediately and the escalation of terror tactics against those exercising their right to protest must end now!
Attached is my statement on the Armed Forces Day massacre in Myanmar - It is well past time to stand with and for the Myanmar people with coordinated international action.
Deeply concerned w an ominous public warning by the junta that protesters are "inciting the people" to "a confrontation path where they will suffer the loss of life". Warning to the junta: Unlike 1988, actions by security forces are being recorded & you will be held accountable.
Just as their democracy was attacked by thugs armed w tanks, coup protesters are being attacked by pro-junta thugs armed with sticks & knives. They, and all of Myanmar, deserve justice & a world that is on their side. The UN should make clear that it is.
On Wednesday the UN Security Council should vote to cut the junta's access to funds and weapons and refer their atrocities to the ICC. Myanmar people are not deterred by junta violence. Nations should not be deterred by threats of a UNSC veto. Stand up and be counted.
#forceavote
Sadness & anger is how I reacted to news that Mya Thwe Thwe Khaing died of wounds inflicted by police in a callous & cowardly act as she protested the coup in Myanmar. I, and many others, mourn the loss of a courageous young woman & extend heartfelt condolences to her family.
Just released my report to HR Council on the crisis in Myanmar: "While the future of Myanmar will be determined by its people, the intl community must act urgently & decisively to support them." I then recommend how. Link to news release & report here:
The systematic brutality of the military junta is once again on horrific display throughout Myanmar. I urge members of the UN Security Council to view the photos/videos of the shocking violence being unleashed on peaceful protesters before meeting in Friday's close-door session.
I am horrified at more loss of life, including a teenage boy in Mandalay, as the ruling junta escalates its brutality in Myanmar. From water cannons to rubber bullets to tear gas and now hardened troops firing point blank at peaceful protesters. This madness must end, now!
The UN Sect General is right when he says “a firm, unified international response is urgently needed” to address the crisis in Myanmar. Without UN Security Council action, the people of Myanmar need and deserve immediate, tough, coordinated action from all governments who agree.
US Ambassador to the UN Linda Thomas-Greenfield has delivered a powerful message to the people of Myanmar & the world with a call to action:"The US stands with you...We cannot allow them (the junta) to succeed...only concrete action will change the military's calculus." Exactly.
The junta has shut down wireless Internet access & is now deploying rocket propelled grenades, machine guns & other weapons of war against the people of Myanmar. This madness must stop. Sanctions & an arms embargo must be imposed to cut their access to revenue and weapons. Now.
Today I urged the UN Human Rights Council in its Special Session on the Myanmar coup to take action: “The international community must refuse to recognize this illegal regime.” Targeted economic sanctions, an arms embargo & judicial action must be on the table.
The junta can't defeat the people of Myanmar united in peaceful opposition. Desperate, it launches ruthless attacks to provoke a violent response to try and justify even more violence. It's not working. The world must respond by cutting their access to money & weapons. Now.
A new year has ushered in a new National Unity Govt for Myanmar, committed to equal rights and citizenship for ALL including "justice for our Rohingya brothers and sisters..." I look forward to working w them to build international support & action.
Last weekend ASEAN risked that Min Aung Hlaing might do what he actually did – use the Summit as a propaganda ploy. Indeed, he tried to appear to be what he is not - a legitimate leader. The good news: Those who ARE legitimate are ready to engage: the National Unity Government.
The Human Rights Council reconvenes @ 3:00 PM Geneva time. Delegations & human rights groups will speak. I will respond and appeal for unified action. I will also address the comments made by the junta's representative. Please join if you can.
I called for an Emergency Summit on Myanmar today in a news release from Geneva and before the US Senate Foreign Relations Committee's East Asia Subcommittee. Tough, coordinated international pressure on the junta is imperative.
The 33rd Light Infantry Division was reportedly involved in the lethal attacks in Mandalay today - the same division responsible for mass atrocity crimes against the Rohingya in 2017. A dangerous escalation by the junta in what appears to be a war against the people of Myanmar.
As the junta ratchets up its brutal attacks against peaceful protesters in Myanmar, the world must ratchet up its response. Words of condemnation are welcome but insufficient. We must act. I'm releasing a statement today w options for UN member states & the UN Security Council.
UN Sec Council can act against junta atrocities in Myanmar. It's their job. Members should urgently produce a resolution on
#Myanmar
& put it to a vote. Nations who stand w the people of Myanmar can work together to stop the flow of junta revenue & weapons & hold them accountable
What does courage and determination look like? The huge crowd of protesters marching in Yangon yesterday. The Tatmadaw MUST allow protests to proceed w/out fear of violence. Here is my statement issued before yesterday's rally.
Horrified to learn that in addition to murdering at least 737 people & arresting well over 3200, the junta's attacks have already left nearly a quarter million Myanmar people displaced, according to sources. The world must act immediately to address this humanitarian catastrophe.
The military celebrated Armed Forces Day by committing mass murder against the people it should be defending. The Civil Disobedience Movement (CDM) is responding with powerful weapons of peace. It's past time for the world to respond in kind with & for the people of Myanmar.
The result of the ASEAN Summit will be found in Myanmar, not a document. Will the killing stop? Will the terrorizing of neighborhoods end? Will the thousands abducted be released? Will impunity persist? Anxious to work w ASEAN's Spec Envoy & monitor Summit's actual results.
Honored Chairman Ed Markey, US Senate Foreign Relations Committee's E. Asia Subcommittee has invited me to testify Thursday, March 25 @ 10:00 AM EDT RE: the crisis in Myanmar & what the US and other nations should be doing about it. Short answer: More.
What can the world do about the military junta's relentless assault on the people of Myanmar? How about stop enabling it? I'm doing an inventory of nations who have or are supplying them weapons, those supporting an arms embargo and those choosing to do nothing. Stay tuned.
I've received credible reports of security forces sealing off four streets in Sanchaung, Yangon. 200 peaceful protesters are apparently trapped. They must be released immediately and the escalation of terror tactics against those exercising their right to protest must end now!
How will ASEAN and the world respond to Min Aung Hlaing's outright dismissal of his commitment at the ASEAN Summit to an immediate cessation of violence in Myanmar? How about with strong coordinated sanctions an arms embargo and engagement with a legitimate partner -
@NUGMyanmar
?
I am releasing an open letter to Min Aung Hlaing asking if he will honor his ASEAN Summit commitment to an "immediate cessation of violence," and order forces under his command to stop attacking those exercising their right to protest his coup and junta.
Security forces have a moral and legal obligation to defy any unlawful orders to use excessive force against peaceful protesters in
#Myanmar
. All in the chain of command can be held liable for committing crimes against humanity. "Following orders" is no defense.
Looking for hope amidst the despair of the military junta's assault on the people of Myanmar? Read Thin Lei Win's NikkeiAsia story of how, from the ashes of brutality, the phoenix of a peaceful, united nation could rise.
The recent G7 commitment to prevent arms transfers & technical cooperation w Myanmar is a welcome step coming 10 days after Min Aung Hlaing broke his ASEAN commitment to a cessation of violence. I urge others to join & help build global momentum for accountability through action.
I am outraged at reports & videos of peaceful protesters attacked by police in Myanmar. I issued a warning from Geneva today: We are watching and you will be held accountable for your actions. "I was only following orders" is no excuse & no defense.
A new blow has been struck against the Myanmar junta. The US has sanctioned the SAC itself, not just individuals. AND, those who continue to do business with them can now also face sanctions. I now urge that the next step be taken: turn off the junta's oil & gas revenue spigot.
My report to the UN urges decisive, unified action to put an end to the brutality of the military junta of Myanmar. Here's a link to the report and translation of my news release. I address the Human Rights Council next week
It's been 100 days since the coup. What have we learned after 100 days of brutality and tyranny? We've learned the world is failing the people of Myanmar. It's past time for the global community to act because time is what those under siege in Myanmar are running out of.
My heart goes out to the families of the 15 who lost their lives in yesterday's tragic fire that destroyed or damaged over 10,000 shelters at a camp sheltering Rohingya refugees from Myanmar in Cox’s Bazar, Bangladesh. 560 were injured and 400 are missing as of this morning.
Today I learned more about the arrest & torture of Hlan Phyo Aung, a protester whose hand and legs were shot while in custody. Denied medical treatment, he is now facing the loss of his sight and leg. His abuse must end and emergency medical treatment must begin immediately.
Mya Thwe Thwe Khaing was shot yesterday by police. Her crime? Standing up to an illegal coup; standing up for
#Myanmar
. They can shoot a young woman but they can't steal the hope & resolve of a determined people. The world stands in solidarity with the protesters of Myanmar.
It's past time to stop the flow of weapons & dual-use technology to Myanmar. The UNSC is not prepared to impose an arms embargo but states can. I'm updating my list of those who have & issuing a call for more to join. Because it's a matter of life & death.
Today I urged the formation of an emergency Coalition for the People of Myanmar to take immediate coordinated action including cutting off the flow of revenue & weapons to the junta, among other steps. Please see my statement. Session resumes tomorrow.
After arresting & beating DVB reporter Min Nyo for doing his job, Myanmar's injustice system has sentenced him to 3 years in prison. The world cannot continue to sit quietly by while the junta's repression machine imprisons the truth and those who are risking all to reveal it.
Tomorrow the UN Gen Assembly will consider a resolution that includes a call for an immediate embargo of weapons and military equipment to Myanmar. I urge all states to support it & then refer it to the Security Council for immediate action.
More heartbreak in Myanmar. Poet Khat Thi murdered in custody by killers he referred to when he wrote: "They shoot in the head, but they don't know the revolution is in the heart." My heart is with his family and all under siege in Myanmar.

#WhatsHappeningInMyanmar
The bad news: more people arrested today by the
#Myanmar
military. . The good news: from New Zealand to the USA government action is beginning, including American sanctions announced by President Biden.. A good start but only a start.
Here is a translation of my message about the arrest & torture of Hlan Phyo Aung. The world must know about the living hell that has become daily life for so many in Myanmar. Inaction must no longer be an option.
Protesters in Myanmar continue to inspire the world as actions spread throughout the country. A general strike has been called for tomorrow. Myanmar is rising up to free all who have been detained and reject military dictatorship once and for all. We are with you.
I am looking forward to addressing the UN Human Rights Council on Wednesday. My main message: the world must change the current, ineffective response to the junta's reign of terror against the people of Myanmar. The stakes could not be higher and there is no time to lose.
I welcome sanctions the EU imposed today on Myanmar state-owned gem and timber enterprises and an organization providing support to the Tatmadaw. Myanmar Oil & Gas should be next and all global sanctions should be linked into a powerful whole for maximum leverage on the junta.
Today I told CNA news Singapore that the Tatmadaw is in violation of intl law & must respect the rights of people to protest their unlawful coup. The generals must stand down and know that the world is watching: "We are on the side of the protesters."
The torching of crops, livestock and 200 of 230 homes in the village of Kinma in Magwe, where at least 2 elderly residents perished, is not only outrageous, it is yet more evidence of probable crimes against humanity being committed by the Myanmar junta and its security forces.
Here is a translation of my statement on the National Unity Government's declaration of support for full citizenship rights for the Rohingya in Myanmar. An important step forward for the Rohingya, human rights and Myanmar.
The Karen Peace Support Network has released an important new report on escalating military attacks in Karen State causing dozens of casualties, 70,000 people displaced in Mutraw District & a humanitarian crisis. This horror must stop & aid delivered. Now
News that a five year old child was among the prisoners released this week in Myanmar illustrates the level of cruelty of the junta. Children as young as two have been imprisoned by authorities when a parent has been able to avoid arrest. This outrageous practice must end, now.
The courageous people of Myanmar must know that they are not alone as they defend their fragile democracy. I am urging the UN Human Rights Council to immediately convene a Special Session. Here is my message on the deepening crisis in Myanmar.
Yesterday's UNGA resolution on Myanmar was notable because of how strongly it rebuked the junta, AND because not a single UNSC member voted against it. This means that the UNSC should now take action by imposing an arms embargo, sanctions & measures to hold the junta accountable.
An explosion of COVID, collapse of the healthcare system and mistrust of the junta - a perfect storm costing many lives in Myanmar. I'm calling on the int'l community to facilitate a non-junta, non-political body to coordinate a COVID response initiative.
The murder of a Baptist minister and bombing of homes in Thantlang, Chin State are the latest examples of the living hell being delivered daily by junta forces against the people of Myanmar. The world needs to pay closer attention. More importantly, the world needs to act.
According to local media The Chinland Post, over 19 houses were burnt down by junta forces’ shelling in Thantlang, Chin State on Saturday evening.
A Christian pastor Mr. Cung Biak Hum was also shot dead by the military in the town.

A disturbing trend of junta forces blocking/destroying/confiscating humanitarian aid must end. States engaging with the junta must either convince them to stop imperiling innocent people with their blockades of life saving supplies or join efforts to pressure them.
I'm horrified by news that a supplier of weapons to the Myanmar military allegedly paid two Myanmar nationals to harm or kill UN Ambassador Kyaw Moe Tun in New York in a plot to pressure him to relinquish his post. Who was behind this outrage and who will hold them accountable?
Here is a translation of my Tweet and message about the unfolding crisis in Kayah. Yet another example of the pressing need for strong, coordinated international action.
Mary Lawlor, SR on human rights defenders, has joined the call for an Emergency Coalition for the People of Myanmar. Women human rights defenders are at particular risk. Often assaulted when arrested, they face torture & sexual violence when sent to prison.
Here is a translation of my message about the Myanmar junta's assault and abduction of Man Zar Myay Mon and other human rights defenders who are under siege for standing up for the rights of the people of Myanmar.
Rain is helping to keep 100,000 IDPs trapped by junta forces in Kayah State alive. But, they are running out of time as junta forces keep blocking food and medicine. Karenni people are facing starvation not because of anything that they have done, but because of who they are.
Here is a translation of my address to the UN Human Rights Council where I conclude that the world must summon the courage of the people of Myanmar and choose the path of meaningful and sustained action.
Time is short and the stakes could not be higher.
Mass deaths from starvation, disease and exposure could occur in Kayah State after many of the 100,000 forced to flee into forests from junta bombs are now cut off from food, water and medicine by the junta. The international community must act. My full statement below.
Translation: I'm horrified that a supplier of weapons to the Myanmar military allegedly paid 2 Myanmar nationals to harm or kill UN Ambassador Kyaw Moe Tun in New York in a plot to pressure him to relinquish his post. Who's behind this outrage? Who will hold them accountable?
Courageous health care workers fight the ravages of Covid in Myanmar while the junta fights them - hundreds arrested while even more evade outstanding arrest warrants, 7 medics murdered according to AAPP. You can't attack a pandemic AND health care professionals at the same time.
Today I called for the UN Security Council and Member States to advance a "Covid Ceasefire" in Myanmar, applying principles of Resolution 2565—passed unanimously in Feb—which demanded a "sustained humanitarian pause" for Covid. Inaction is not an option.
Human rights defenders are under siege in Myanmar. The violent abduction of Man Zar Myay Mon (pictured below) on June 8 in Sagaing is the most recent example. The junta must assure the safety of this community leader and that of every other person unlawfully detained in Myanmar.
Today's National Unity Government statement promising full citizenship for the Rohingya is an important step forward for the NUG and for Myanmar. The recognition of the Rohingya as citizens speaks to the unity that the NUG is committed to advancing. Full statement below.
The Myanmar junta cheers Russia's brutal attack on the people of Ukraine while using Russian weapons to attack the people of Myanmar. Birds of a feather really DO fly together. The world must stand with the people of Ukraine AND the people of Myanmar with words AND action.
Yet another horrific milestone in Myanmar: AAPP reports that more than 1,000 people have now been confirmed killed by junta forces. 5,736 are in detention. US Amb. DeLaurentis was right when he told the UNSC: "What are we waiting for? The longer we delay, the more people die."
Good news - the UK announced sanctions against junta linked tycoon U Tay Za. Looking forward to welcoming great news - when governments strategically coordinate their economic sanctions and arms embargoes against the junta so that they work together as a powerful whole.
The proceeding that today convicted Aung San Suu Kyi should not be confused with a trial—it is theatre of the absurd. She, and thousands of others, are guilty only in a system of injustice that punishes those who exercise the basic human right to speak and assemble freely.
