Because they are paid by the puppetmasters (rich donors) and it's clear that is what they want. It benefits the rich to keep the lower income blaming the poor for everything.

I subscribe less to the idea of any grand plan and more to the notion that it is ideology gone wild and directed by powerful, unelected forces whose bottom line is money and themselves. Their staff, who purport to be elected officials, heed their bidding.
