Since when is a VAT refund classified as ‘assistance’ given by the state to businesses?! It is an OBLIGATION! It is what is OWED to taxpayers! And the fact that it is paid in ‘cash’ is by no means a favour.
A state that cannot meet its current obligations in cash is bankrupt.
