Retail movement system - friction free movement of goods for retail distribution centres, destined for NI retail centres.
There are things that can be put in place for NI but not agreed yet.
A lot of change coming for drivers and haulage firms travelling to
#EU
- knowledge about different countries and systems will be required - a big change for process and operations for drivers.
Idea for end of year is an operational border (doing the best we could), in the future, 'future border' where more of the systems will integrate and there will be a 'one stop shop'.
In the future there is no doubt at all that there will be refinement and improvements
... to what we're doing but the aim is to get something workable by the end of the year and make bigger improvements later one.
There is already a vision for this and we would like to see it as soon as possible.

@LogisticsUKNews
was the first trade association to ask for an implementation period and the Govt gave us as much as one as was in their gift to give us with the staged approach to imports.
A free trade agreement delivers much more than permit schemes and permission to trade and allows a number of agreements over a number of areas which would make things much easier in terms of facilitations.
We're a very regulated industry, high on compliance so we need to keep our
#HGVs
at a particular standard - unlikely that filling the system in correctly will be the path of least resistance. (relating to

On EU hauliers being stopped in the UK and having to wait for paperwork - eventually there will be fewer and fewer without the right paperwork. Makes information provision to foreign operators very very important indeed.
Version 1 of handbook will be released on 18 Nov with translation to follow, version 2 with pictures of documents, maps and checklists from 7 December with translations to follow.
The haulier handbook needs to be accessible for non-experts and in a format that is instantly understandable to prevent those queues at the border. The driver needs it in order to try and limit those delays at the border.
85% of drivers are from

.
Translations of handbook - elements that are ready will be translated now but there will be some parallel running in order to deliver those translations. No exact date for translations but later than we'd have wanted.
Planning for driver facilities, particularly in the middle of a pandemic -
#Manston
airport... potential capacity for 4500, depending on

testing.
If you're not ready for the port or intercepted on the way, you'll be sent to an HMRC site. DfT pilot sites... 45 remaining sites will be launched next week with information and advice available, with advisory border readiness...
Question - Customs agents and brokers - tens of thousands of new customs agents and brokers needed to help traders importing and exporting goods. Good opportunity for young people. How close are we to seeing that number in place?
@Eliz_de_Jong
answer - different views in industry required. More complex than just people. This is a new industry and different ways of doing things including a much larger market enabling new systems to be created. The first tranche of funding has been spent...
and it's not clear yet how many agents this equates to. Different views of capacity from our members - may not just be about numbers of people but also automated systems. Great opportunity for our country.
Q.Funding to poach brokers - is the money the govt has made available is being used in the right way?
A. We know that the money is available for capacity building, recruitment and training and some of the numbers the government are providing to us...
Q. 6-9 months to train customs agents . Are you confident we will have enough recruited staff to hit the ground running?
A: We are picking up that there is a lot of change in how things are being done in this area and we're on the more hopeful side.
Q. Time for making system work to be trained on its use to understand its functionality to get it working for 1 Jan?
A: Yes, I will be very surprised that any companies would be happy in normal circumstances to deliver at such a late stage but there is such a will in...
If driver doesn't have paperwork, we'll have the queues. In order to prevent delays, we'll need border industry to be ready and contingency arrangements, including systems information and infrastructure in order to prevent those queues. It's going to be very difficult.
Possibility that if a lorry is entering Kent to deliver locally, they will be encouraged to lodge the fact that they are undertaking local / Kent based deliveries. A system has not been communicated yet as this is new information. Awaiting proper information about this.
