You're not going to believe this, but Bill Maher is not an expert on immigration law and he really, really does not know what he's talking about here. Again, until very very recently (within the last year), there was widespread bipartisan agreement that Congress needs to act.
Wow even Bill Maher is calling Biden's bluff on illegal immigration:
"The president can fix this. He already has the existing laws. This is all so silly. I need a piece of paper from Congress to deal with the border. No, you already have that."
