Hijab is a compulsory attire of a Muslimah, behaving well and modestly should be a character of all muslims.

Sometimes starting from putting it on as a headscarf leads to the proper wearing of it. Not everyone was born a Muslim or taught the proper etiquette of Islam from home. They mostly ease into it themselves.
May Allah guide us to the right path and strengthen our faith.
