Could cyclists and motorcyclists be penalized for going through gaps instead of braking and stopping in tight traffic?

Two concerns with any similar law like this: 1) Must be enforced. 2) Hard to enforce. Hope it works, BUT cyclists please don't get a false sense of safety! Be Safe out there everyone!
