There is no buffer right of way for the feds along the Rio Grande. The border was set at the center of the river in the treaty with Texas after the Mexican War.
Where to border is on ground, there exits a 50' right of way for Federal enforcement operations.

Every servant swore an oath to ensure & protect life, liberty and pursuit of happiness. It is imperative that those who took that oath handle the responsibility of that oath. Those that do otherwise are liable and will need to deal with the consequences of their actions.
