@BangashYK An accurate hit indeed. You summarized it beautifully. Just one point to add, toddler public sector universities have now rushed to open their "Franchise" through the very term of "Affiliated Institutes", which are purely meant for degree sale points in its literal meaning

@BangashYK You are wrong about the vision and function of the HEC. The HEC was created to replace the UGC, privatize state-run higher education institutions, and promote private institutions at the expense of public institutions.
